Minister of Agriculture, Food and environment, Isabel García Tejerina, has assured that “Spain has established itself as a goal for the period 2014-2020 the incorporation of more than 15.000 young people to agriculture, which has the double objective of job creation and rejuvenation of the protagonists of agricultural activity.”.

García Tejerina has intervened in the Council of Ministers of Agriculture and Fisheries of the European Union, in Luxembourg, where an intermediate review of the “Europe Strategy” was carried out 2020: contribution of the agricultural sector”, in a political debate based on the Presidency questionnaire.

In this act, has highlighted that Spain will allocate around 97 million euros per year, of the maximum allowed by the CAP, in supporting young people.

In his speech, the minister, after thanking Commissioner Dacian Ciolos for his work in favor of European and Spanish agriculture, has highlighted the opportunity for the Agriculture Council to “take part in this mid-way review process of the Europe 2020 Strategy”, since “the contribution of agriculture and the CAP to the objectives of this Strategy must be explicitly recognized in this review exercise”.

In this context, García Tejerina understands that the Strategy 2020 “It has helped us consolidate an adequate budget for agriculture and implement a new CAP model in the European Union, that responds to a large part of the objectives of said Strategy”.

In relation to the effectiveness of its implementation in the field of agriculture, the Strategy 2020 has contributed to reaching “a political agreement on the reform of the CAP that has resulted in a good package of community regulations”. The minister recalled that, currently, Member States are working to implement it at national level, “so it is still too early to make an assessment on it”.

On the other hand, García Tejerina has explained that there are other policies, in the agricultural and fishing field, that can reinforce the contribution of the sector to the objectives of the Strategy.

Among them, The minister has cited the integration of agriculture, industry and distribution in a single agri-food sector, “with a coordinated policy that connects with the objective of growth and job creation”.

He has also referred to the need to advance in the incorporation of R&D&i in the agri-food sector., “to improve competitiveness, its productivity and sustainability”. For the minister, “The European Partnership for Innovation in Agriculture (EIP) It is a first step in the right direction.”.

In your opinion, A third step would be to improve transparency in the value chain to ensure that all links participate in the added value.. In this regard, The minister has highlighted the implementation in Spain of the law to improve the food chain.

On the other hand, The minister referred to the way in which the CAP can best contribute to achieving the objectives of the Europe Strategy 2020, especially regarding job creation. In this context, García Tejerina has detailed how in Spain “the agri-food sector is proving to be an engine of the economy.”, and is playing a fundamental role in economic recovery and the maintenance and generation of employment.”.

In this regard, García Tejerina has commented that, during the reform negotiation process, “Spain has defended the maintenance of this payment in the first pillar of the CAP and has decided to dedicate to it the maximum financial limit allowed by community regulations., a 2% of the national maximum limit, which in the case of Spain represents around 97 million euros annually between 2015 y 2020”.
