The BOE of the past day 19 July of 2014 collects Order FOM/1277/2014, of 17 of July, by which they are determined for the year 2013 the standard costs applicable to the eligible costs regulated in the Royal Decree 170/2009, of 13 February, on compensation for maritime and air transport of goods included in Annex I of the Treaty Constituting the European Community, with origin or destination in the Canary Islands.
In application of the mandate, content in the article 138.1 of the Spanish Constitution, to attend to the circumstances of the insular event, A compensation regime is being regulated for the maritime and air transport of goods originating or destined for the Canary Islands., whose purpose is to compensate for the extra costs experienced by the trafficking of products as a consequence of the distance of the archipelago from the peninsular territory and the European Union..
This compensation scheme, as regards goods included in Annex I of the Treaty Establishing the European Community, has been regulated by Royal Decree 170/2009, of 13 February, modified by Royal Decree 349/2011, of 11 of March.
The order that is now approved is due to the need to comply with the provisions of the aforementioned royal decree, in whose article 6.2 it is expressly indicated that, for the purposes of delimiting the maximum eligible amount, Standard costs will be prepared annually for inter-island traffic and for the Canary Islands-Cádiz route., in the case of maritime traffic, and Canary Islands-Barajas, for the air.
On the other hand, The third section of the same article specifies that the determination of these standard costs will be carried out by the Ministry of Public Works., that must request the necessary information from the independent operators that operate on said routes.
